Who issues marriage licenses in Rhode Island

Marriage licenses are issued by the city or town clerk, not a county office. If your ceremony is in Newport, you apply through Newport City Hall. If the ceremony is in Middletown or another town, you apply there instead.

The 3-day waiting period

Rhode Island has a mandatory three-day waiting period. You cannot legally marry on the same day you apply. Most Newport couples with a weekend ceremony file earlier in the week or on a prior trip.

How far in advance can you apply

You can apply up to [VERIFY] days before the ceremony, and the license expires [VERIFY] days after issuance. The practical goal is to apply with enough buffer to clear the waiting period without letting the license lapse.

What both parties need to bring

  • Valid government-issued photo ID such as a driver's license or passport.
  • Social Security number, and possibly the card itself. Verify before going.
  • If previously married, the date and place of the divorce or death of the prior spouse.
  • The application fee in the payment form accepted by the clerk's office.

Rhode Island does not require a blood test.

Out-of-state and destination couples

You do not have to be a Rhode Island resident to get married here. Most couples getting married in Newport are from out of state, and the same waiting period applies to them as to everyone else.

If you are only flying in for the wedding weekend, do not leave the license step to the last minute. Plan a prior trip or confirm whether Rhode Island offers any proxy flexibility before assuming it does.

If your ceremony is outside Newport city limits

The license must be issued by the clerk of the city or town where the ceremony will be performed. Confirm the exact municipal address of the venue before you go, especially if the property sits near a town line.

After the ceremony

Your officiant signs the license and returns it to the clerk. Certified copies of the marriage certificate are then available from that same office and are the documents you will actually use for name changes, benefits updates, and similar paperwork.

Before you go

Call or check the clerk's website before visiting. Hours can change around holidays, elections, or local closures. The items marked [VERIFY] in this guide should be confirmed directly with the Newport City Clerk or Rhode Island Department of Health before your visit.
